If you are planing building in one on unsere fincas you will need a plot of more than 10,000m2 in order to be allowed to build a house. It is normally possible to build on up to 2% of the land (10,000m2 of land - up to 200m2 on the ground floor plus up to 200m2 on the first floor), but there is currently a limit of a total of 300m2 in some municipalities.
You will also need access to water, which in most cases can be achieved by drilling a well or connecting to community water. Delivery of water to a cisterna is possible, but not normally sufficient for obtaining planning permission. It should only be considered if you are planning to place a caravan / mobile home on your land, not if you want to build a house that you want on the deeds.
Electricity could be supplied by solar panels and / or a generator and a connection to the national grid is not normally required for planning permission.
